Death Investigation UPDATE

The Scottsbluff Police Department has made next of kin notifications in this case. The deceased, has been identified as 24-year-old Keelan Noel of Torrington, WY. The investigation is ongoing. Foul play is not suspected. The police department has conducted numerous interviews and an autopsy is scheduled for this morning, Monday, June 19th.

Fireworks Code Reminder

The Scottsbluff Police Department and Fire Departments would like to wish everyone a safe and happy Fourth of July. As part of the celebration, City Code 8-1-29 allows for the sale of fireworks starting at 12:01 a.m. on June 25th through 11:59 p.m. on July 4th. Fireworks may be discharged between 8:00 a.m. and 10:00 p.m., June 25th through July 3rd, and between 8:00 a.m. and 11:59 p.m. on July 4th. Please keep the following laws in mind while celebrating:

City Code 15-1-13: Possession and discharge of fireworks in or onto City Parks is prohibited.

City Code 8-1-32: Possession, sale, and use of lantern-type devices, which use a flame to float the devices in the air, are prohibited.

Nebraska Revised Statute 28-1242: A person commits the offense of unlawful throwing of fireworks if he or she throws any firework, or any object which explodes upon contact with another object: (a) From or into a motor vehicle; (b) onto any street, highway, or sidewalk; (c) at or near any person; (d) into any building; or (e) into or at any group of persons.

5:40 pm – Car vs motorcycle Old Post Rd, Sidney.

6:20 pm – Motorcyclist transported to hospital with life threatening injuries.

7:58 pm – Gering Rescue going to 4th street for a 8 year old female hit in the eye.

8:15 pm – Sidney motorcyclist deceased

8:17 pm – Sending airlink to Hwy 161 mm4 for a motorcycle accident. Broken arm n leg. Unconscious but breathing. Alliance PD on scene. NSP headed there too.

8:20 pm – Airlink headed toward Rd 161 Yoder, redirected to Alliance

9:07 pm – Arrived in Alliance

9:58 pm – Airlink just leaving Box Butte General Hospital, transporting to RWMC

I re-listened. He said Hwy 161 mm 4. That is hard to find

Thank you I wasn’t sure exactly what they said. Is that by Alliance?

Cannot find any Hwy 161 in NE

The Scottsbluff Police Department encourages members of the public to use our Exchange Zone for child custody exchanges, online purchase exchanges, etc.

The Exchange Zone is located in the southeast corner of the Public Safety Building Parking Lot, highlighted in the image.

The Exchange Zone is under 24-hour surveillance which is recorded. Video of issues occurring in the zone are available upon request for investigations and/or court proceedings with a subpoena.

David Ray Nichols, 73 of Kansas City, Missouri passed away Wednesday, June 14, 2023 at Regional West Medical Center in Scottsbluff, Nebraska.
