It’s time for Scanner News and I’m your host, Brian Hale.

Across scanner traffic on Sunday night we heard of a man walking from Minatare to Scottsbluff on the highway, wearing all black. Troopers responded and learned that the man was simply walking to his grandmother’s house and didn’t need a ride.

It’s not illegal to walk along a highway in Nebraska, however, Nebraska revised Statute 60.6, 179.01 covers pedestrians’ soliciting rides. In paragraph 1, it says, No person shall stand in a roadway for the purpose of soliciting a ride, employment, contributions, or business from the occupant of any vehicle. Roadway is defined as a portion of a highway designed or ordinarily used for a vehicular travel exclusive of the berm or shoulder.

Several people from the Panhandle travel over into Colorado frequently, so there are two important updates when traveling to Colorado. Number 1, the toll booths are now all cashless. If you’re traveling the roads of Colorado, you will need something other than cash for payment.

Number 2, Colorado is going hands-free on cellular devices.

Colorado is now Hands Free, starting in 2025.

Nebraska is already a hands-free state according to Nebraska Statute 60.6, 179.01 the use of hand-held wireless communications are prohibited while in a moving vehicle. There are some exceptions, such as law enforcement officers, firefighters, ambulance drivers, or emergency medical technicians, or under Section B, a person operating in motor vehicle in an emergency situation.

Enforcement of this section by state or local enforcement agencies shall be accomplished only as a secondary action when a driver of a motor vehicle has been cited or charged with a traffic violation or some other offense.

So now, Nebraska and Colorado are hands-free. (full list)
