(SCOTTSBLUFF, Neb.) — A 46-year-old Scottsbluff man was arrested early Thursday morning after state troopers discovered during a traffic stop that he had failed to register as a sex offender.
Jesus R. Herrera Chavez, 46, of Scottsbluff, was arrested on suspicion of failing to update law enforcement on his sex offender registration, a Class 3A felony, and violating a stop sign, an infraction. Judge Kristen Mickey set bond at $15,000 with a 10% cash option during an initial court appearance Friday.
Trooper Sporer initiated a traffic stop near 11th Avenue and East Overland after observing a vehicle fail to come to a complete stop at a stop sign.
During the stop, law enforcement learned Herrera Chavez had been living in Scottsbluff for approximately two years after moving from Oregon, where he had been registered as a sex offender. According to reports, he had been driving with an Oregon instruction permit and working as a night-shift manager at a local McDonald’s, supervising a crew consisting mainly of minors, without updating his registration status in Nebraska.
The arrest marks another incident connecting area fast-food locations to sexual offense allegations. The Scottsbluff, Gering and Torrington, Wyoming, locations all operate under the ownership of Luthers McDonald’s, an out-of-state franchise organization.
The Gering restaurant was previously connected to a criminal case involving a former general manager accused of sexual assault. Those charges, however, were officially dismissed and sealed in May 2026.
Herrera Chavez remained in custody following his appearance in Scotts Bluff County Court. A preliminary hearing is scheduled for Nov. 20 at 2:30 p.m.
