(SCOTTSBLUFF, Neb.) — In the late evening of July 9th, 2025, Officer Weatherman with the Scottsbluff Police Department was dispatched to a local phone store in reference to possible child pornography found on a customer’s phone. Contact was made with one of the employees who stated that a customer had come in for help with an error message on his phone. The employee said that the error code was an explicit content error that may contain child pornography.
The employee stated that on the phone he had located several folders from 2021-2025 that contained the explicit content.
Specifically, he saw young females ages 4-8 depicting sexual acts. He noted not seeing any breast development or any pubic hair, indicating prepubescent and that the females looked very young and very small.
The suspect was later located at Walmart where a Sgt. Genoways was able to detain him pertaining to the investigation.
The suspect, Bryan Sipes (68) was interviewed. He was asked if he had any videos or photos of underage boys or girls on his phone to which the suspect answered yes. The suspect went on to explain that some of the content had been there since his forties. He admitted that he would look up these images and videos online. Sipes was then arrested and transported to jail.
On October 3, in Judge Miller’s courtroom, Sipes appeared via video to enter a plea of not guilty to one charge of child pornography.
When asked for comments about bond, his defense argued that $300,000.00 was way too high and asked for it to be lowered to $100,000.00/10% because the defendant had $11,000 currently in his possession. Defense also argued that he had to get his vehicle out of impound because it was soon to be auctioned off.
Dave Eubanks the county attorney rebutted those arguments saying that he could pay someone to go and retrieve his vehicle with the money in his possession, but because of the sheer volume of explicit content, the defendant was a danger to the community. He continued to add to the record that the defendant was not local and had several addresses in AZ and CO. Ultimately, the judge lowered the bond to $250,000/10%.
Sipes will have a pre-trial hearing on December 10, 2025.
UPDATE
On October 14,2025 Bryan Sipes and his defense agreed to a plea agreement in which he would plead guilty or no contest to possession of child Pornography and in return they would not be referring this case to the federal government. Sentencing will now be on December 12,2025
